Um, I gather that at this point in posting a story one is supposed to credit all the owners of the characters used therein... which thanks to the presence of Daibhid's Army of Distraction and Bokman's Feats of Discontinuity is a task I find more than a little overwhelming, particularly since I don't know who many of the crossover characters actually are!
Anyway, I'll do my best.
The various Masters, Doctors and their companions - (c) the BBC (and DWM, Virgin, Big Finish, and anyone else who claims them)
Yartek and the Alien Voord - (c) the BBC
All the author-avatars (multiple in some cases!) - as themselves.
Finn Fang Foom originally belongs, I understand, to Finn Clark.
Xeffy, Sandra and Allie are Imran Inayat's, and Calliope "was introduced to Subreality by Yasmin M - and she went public. Subreality is Kielle's, and the Collegium is Farli's."
Yokoi, Katharine, Silence, the Nth Doctor and the Nth Master were created by Gordon Dempster, as, I believe, was Justine.
Tessa belongs to Alryssa Kelly.
The Pro-Fun Troll concept itself, the Hoedown, Eloise the avocado-green troll, and her deputy the little turquoise troll (whose name, it transpires, is Ruthie) were all created by Ann Magill.
The Contessa was my own, Igenlode Wordsmith's, creation.
The character and history of one Harvey 'Kid Curry' Logan were (originally) a matter of recorded fact http://ivory.150m.com/, but subsequent fictional embellishments and other inaccuracies may be laid to my account.
Vortex City, Doc Gallifrey, the Glory, and 'the latest Master' originate in 'the comic strip' (DWM?)
Various anime characters, including the three Norns, belong to their unknown [to me] Japanese creators.
The Faculty and Librarian of Unseen University, plus the Lancre witches, are (c) Terry and Lyn Pratchett.
Large numbers of other minor characters who get a passing reference
belong to, ummm... whoever originally created them.
Collation and editing of over a thousand posts into an (almost) seamless whole was carried out by myself in October/November 2001. Further typographical corrections and editing (to 'tighten' the plot in the early stages; to shift one scene from Ch47 to Ch48 where it logically and chronologically belonged, and should originally have been placed; and slightly to amend a couple of sections of exposition - editor's privilege!) took place in May 2002 to produce the version I have just posted.
My thanks above all go to Ann Magill for co-ordinating the entire Hoedown over a period of some six months, which involved following up almost every post made by any of the other authors, welcoming and encouraging newcomers, taking a hand in evolving most of the plot - and coping equably with the occasionally outrageous cliff-hangers thrown at her by the rest of us.
